Established 1888; Named for Chief Muskoka of the Chippawa; Until 1888, Muskoka was considered an "unorganised district" and the 23 townships had various and different county affiliations from each other. For example, the settlement of North Falls / Bracebridge and its township Macaulay (along with the townships of Ryde, Draper, Oakley) belonged to Victoria County between 1858 and 1888. This various affiliations and administrative responsibilities caused "county confusion." There was an attempt to settle the confusion by creating a "Junior County" in Muskoka. However, the Bill failed to go through the Legislative Assembly in 1869 and the county confusion continued for almost two more decades.
